Checks are ongoing for the connection of state institutions to the “Digital Document Circulation” subsystem

In connection with the implementation of the Presidential Decree “On the electronization of document exchange between state bodies (institutions)” signed in August of last year, up to this day requests have been received from 73 state institutions to the Special Communication and Information Security State Service of the Republic of Azerbaijan for the provision of an opinion regarding whether their electronic document circulation systems meet information security requirements for integration into the subsystem.

Based on the requests received, during the information security audits conducted by the Service, information security vulnerabilities identified in the internal electronic document circulation systems used by state institutions, as well as recommendations for their elimination, were sent to those state institutions. Currently, the internal electronic document circulation systems of 63 state institutions that have received a positive information security assessment have been connected to the “Digital Document Circulation” subsystem via secure telecommunication channels — the AzStateNet data network.

It should be noted that, in accordance with paragraph 8 of the Decree No. 2279 of the President of the Republic of Azerbaijan dated 01 August 2023 “On the electronization of document exchange between state bodies (institutions)”, the provision of an opinion on whether the electronic document circulation systems used by state bodies, as well as the “Digital Document Circulation” subsystem created by the Ministry of Digital Development and Transport, meet information security requirements, and their provision with secure telecommunication channels, has been assigned to the Special Communication and Information Security State Service.
