First, on October 1, 1994, as part of the Department of Material and Technical Supply of the General Protection Department of the Supreme State Power and Management Bodies of the Republic of Azerbaijan the institution established as "Communication and technical department" later continued its activities as an independent section, sector and department within the structure of the State Service Special Communication and İnformation Security of the Republic of Azerbaijan.
By the Decree No. 708 of the President of the Republic of Azerbaijan dated September 26, 2012, the State Agency for Special Communication and Information Security of the Special State Protection Service was established, By the Decree No. 957 dated March 16, 2020, a separate State Service of Special Communication and Information Security of the Republic of Azerbaijan was established on the basis of the Agency.
What tasks does the State Service perform?
State Service of Special Communication and Information Security was created to implement special purpose information and communication systems, and networks, interdepartmental electronic document circulation, the connection of state bodies with the Internet network, organization of placing their information resources in the information and resource center, ensure operation, safety and development and special technical measures for state bodies for the purpose of security of state protection objects and protected objects. One of the main tasks of the State Service is to increase preparedness in the field of cyber security in state bodies, to implement preventive measures in this field, to monitor the security parameters of Internet resources and information systems, and to provide technical and methodical assistance to state bodies in order to increase the cyber security of these systems. Important complex technical and organizational measures are carried out by the Service in the direction of the implementation of the above tasks, as well as the implementation of the state policy related to the application of electronic signature and radio communication systems.
What normative legal acts regulate the activity of the State Service?
The Constitution of the Republic of Azerbaijan, the laws, the Decrees and Orders of the President of the Republic of Azerbaijan, the Decisions and the Orders of the Cabinet of Ministers of the Republic of Azerbaijan, in a word, all normative legal acts regulating the activity of the State Service of Special Communication and Information Security, guidelines, regulations, directives and recommendations are guided in the service activities of the State Service and actions are carried out in accordance with their requirements. These normative legal acts include "Operational search activities", Laws of the Republic of Azerbaijan “Intelligence and counter-intelligence activities", "Division of powers of operational search activity subjects", "Improving activities in the field of information security", the Decrees of the President of the Republic of Azerbaijan "On some measures in the field of ensuring the security of critical information infrastructure", Regulations of the Special Communication and Information Security State Service, etc.
