Special Communication


The State Agency for Special Communication and Information Security, guided by the decrees and orders of the President of the Republic of Azerbaijan, provides the state bodies with uninterrupted and secure Special Communication.

The list of officials provided with special communication was approved by the decree of the President of the Republic of Azerbaijan No. 622 dated April 11, 2019.

Officials provided with special communication must follow the rules of using special communication types. These rules were approved by the decision No. 19 of the Cabinet of Ministers of the Republic of Azerbaijan dated January 27, 2020.


About some issues related to special communication

DECREE OF THE PRESIDENT OF THE REPUBLIC OF AZERBAIJAN

Guided by item 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I hereby order:
1. "List of officials provided with government communications" should be approved (Appendix 1).
2. "List of officials provided with special state communications" should be approved (Appendix 2).
3. "List of officials provided with mobile special state communication" should be approved (Appendix 3).
4. "List of officials provided with interstate government communication" should be approved (Appendix 4).[*]
5. The Special State Protection Service of the Republic of Azerbaijan shall ensure the operation of the special types of communication provided for in this Decree.
6. It should be determined that the persons not specified in appendices 1-4, approved by this Decree, are subject to the instructions of the head of the Special State Security Service of the Republic of Azerbaijan in connection with the organization and holding of international and local, mass public, sports, science, education, culture and art events basically, they can be temporarily provided with special communication for the duration of the event.

7. The Cabinet of Ministers of the Republic of Azerbaijan :

7.1  Should prepare and submit to the President of the Republic of Azerbaijan within two months its proposals regarding the adaptation of the acts of the President of the Republic of Azerbaijan to this Decree;

7.2. In the event that the need to provide special communication to a person not provided for in Appendices 1-4 approved by this Decree is justified, the draft of the relevant normative legal act "On Normative Legal Acts" Constitutional Law of the Republic of Azerbaijan and Decree No. 483 of the President of the Republic of Azerbaijan dated July 27, 2011 to prepare and submit to the President of the Republic of Azerbaijan in accordance with the procedure established by the "Regulation on the procedure for preparation and adoption of normative legal acts of executive authorities".

7.3. determine the rules for using special types of communication within three months by agreeing with the President of the Republic of Azerbaijan;

7.4. Ensure that the normative legal acts of the Cabinet of Ministers of the Republic of Azerbaijan are adapted to this Decree within two months and inform the President of the Republic of Azerbaijan;

7.5. monitor the adaptation of normative legal acts of central executive authorities to this Decree and inform the President of the Republic of Azerbaijan about its implementation within three months;

7.6. resolve other issues arising from this Decree.

8. The Ministry of Justice of the Republic of Azerbaijan should ensure that the normative legal acts and acts of a normative nature of the central executive power bodies are adapted to this Decree and inform the Cabinet of Ministers of the Republic of Azerbaijan.

9. Decree No. 583 of the President of the Republic of Azerbaijan dated February 7, 2012 "On some issues related to government and special state communications" (Legislative Collection of the Republic of Azerbaijan, 2012, No. 2, Article 72, No. 12, Article 1249; 2017, No. 3, Article 380, No. 11, Article 2001; 2018, No. 5, Articles 911, 961, No. 6, Article 1207) should be repealed.
