The AzStateNet (Azerbaijan State Network) network is a segment of the Internet network for the central and local state authorities of the Republic of Azerbaijan. AzStateNet is a collection of territorially distributed networks and access servers owned by organizations that have the status of a state authority of the Republic of Azerbaijan. The AzStateNet network provides users with access to the information space of the Internet and places on its servers only official information related to the activities of state authorities of the Republic of Azerbaijan.
The AzStateNet network has a hierarchical structure with main and regional management centers. The main center of network management (the main node of the AzStateNet network), as well as the management centers of the territorial segments are at the disposal of the State Agency for Special Communication and Information Security of the Special State Protection Service of the Republic of Azerbaijan (hereinafter, SCİS). Administration of the main GOV.AZ domain, registration of *.GOV.AZ subdomains, as well as provision of IP addresses for subscribers of the AzStateNet network connected to the servers of the main GOV.AZ domain is carried out by SCİS.
With the technical means at its disposal, SCİS ensures the functioning of the GOV.AZ domain DNS on the basis of these Rules and, if necessary, other legal documents that may be adopted (appendices No. 1 and 2). The activities of the main and territorial segments of the AzStateNet network are determined by the tasks assigned to the Special State Protection Service by Decree No. 172 of the President of the Republic of Azerbaijan dated December 29, 2004. SCİS informs administrators of *.GOV.AZ subdomains and subscribers of the AzStateNet network about changes in network activity and rules for its use.
The general supervision of compliance with these Rules is carried out by the Coordination Council, which includes authorized representatives of the State Security Service of the Republic of Azerbaijan, the Center for Information Resources and Technologies of the Executive Office of the President of the Republic of Azerbaijan, the Ministry of Communications and Information Technologies of the Republic of Azerbaijan, and the National Academy of Sciences of Azerbaijan. Rules for connecting subscribers to the AZSNET network
1. Subscribers (group of subscribers) of the AZSNET network can be the central authorities of the Republic of Azerbaijan, their structural units and other state organizations (up to individual officials).
2. The initial connection of subscribers (group of subscribers) to the AZSNET network is carried out in the following ways:
