On Effective Countermeasures Against Increasing Cyberattacks

In recent times, a sharp increase in the number of cyberattacks targeting both government institutions and citizens has been observed. Criminal actors are increasingly using more sophisticated methods to gain unauthorized access to personal data, financial resources, and state information systems.

At present, on widely used free platforms such as “any.run” and “virustotal” in our country, it is possible to observe the publication of a significant amount of confidential information belonging to various banks and enterprises — including documents, contracts, financial and property files, CVs, reports, and other sensitive data.

The Special Communication and Information Security State Service not only carries out 24/7 monitoring of state institutions’ electronic information resources hosted in its data and resource center, but also conducts audit inspections of other electronic information resources and systems belonging to government agencies. Failure to timely address vulnerabilities identified during audit inspections makes the occurrence of cyber incidents and the theft of personal data inevitable.

We recommend that state institutions promptly eliminate the vulnerabilities identified and communicated to them in audit reports, strictly adhere to security recommendations, and that citizens adopt compliance with cyber hygiene rules as a way of life.

For information purposes, we would like to note that during January–August of the current year, the Special Communication and Information Security State Service identified 675 cyberattack indicators (IOCs) against government institutions. As a result, 560.7 million malicious links were blocked through the “AzStateNet” network, 3,043,900 malicious items were detected via the centrally installed antivirus system on end-user devices, and 170,768 malicious electronic documents were identified and blocked through the “Sandbox” protection system.
