A Twinning Center on Cyber Diplomacy has been established in Azerbaijan

On 24 September of the current year, a Memorandum of Agreement was signed between the Special Communication and Information Security State Service of the Republic of Azerbaijan (SCISSS), the Institute for Development and Diplomacy, and the National Institute for Research and Development in Informatics of Romania (“ICI Bucharest”).

The Memorandum was signed within the framework of the first International Conference on Cyber Diplomacy held in Azerbaijan.

According to the Memorandum, a Cyber Diplomacy Twinning Center will begin operations in our country with the aim of promoting research, education, and skills development in the field of cyber diplomacy. Through research and educational initiatives, the Twinning Center is intended to expand international cooperation and mutual engagement in the fields of cyber diplomacy, information security, and digital governance.

In accordance with the Memorandum of Agreement, the Special Communication and Information Security State Service (SCISSS) will provide administrative and strategic support for the operation of the Twinning Center and will involve trainers for the delivery of training sessions. The Institute for Development and Diplomacy will support the preparation of joint scientific publications, the implementation of academic cooperation, and will participate in the organization of trainings on cyber diplomacy. The National Institute for Research and Development in Informatics of Romania (“ICI Bucharest”) will participate in the development and implementation of scientific research and educational programs at the Twinning Center, in the coordination of joint projects, and in the exchange of experience related to research and training in the field of cyber diplomacy.

During the signing ceremony, the parties discussed their planned activities for the coming years and held discussions on the measures and projects to be implemented by the Cyber Diplomacy Twinning Center to be established based on the Memorandum. The parties also emphasized that they will develop joint educational programs, seminars, and training courses in cyber diplomacy and information security, as well as carry out exchange of knowledge and experience in this field.

The Memorandum of Agreement was signed by Deputy Chief of the Allahveran Ismayilov of the Special Communication and Information Security State Service, Director of the Institute for Development and Diplomacy Fariz Ismayilzade, and Scientific Director of “ICI Bucharest” University Dr. Carmen-Elena Cirnu.

It should be noted that, under a Memorandum of Agreement signed in April of last year between the Special Communication and Information Security State Service of the Republic of Azerbaijan and the National Institute for Research and Development in Informatics of Romania, exclusive regional representation for holding the International Conference on Cyber Diplomacy was granted to Azerbaijan.
