It has been determined that up to 4,000 users have fallen victim to hackers

Despite the implementation of the "Cyber Hygiene Project" for state institution employees, the promotion of the "Information Security Provision Guidelines," and other awareness-raising activities, during 2024, a number of employees from state institutions failed to comply with cyber hygiene rules. As a result, 134 employees from 32 state institutions became victims of hacker attacks.
Additionally, citizens who do not follow information security and individual cyber hygiene rules while using the internet also fall victim to hacker attacks. These citizens, in addition to losing data on their personal computers, also had their authentication (login, password) and personal information related to the electronic services of state institutions they used compromised by hackers. The statistics of citizens who became victims of hacker attacks were recorded by the Special Communications and Information Security State Service (SCIS). In total, during 2024, 3,798 citizens' personal accounts related to state electronic services were compromised by hackers.
During the reporting period, SCIS informed relevant state institutions about detected security breaches and took necessary actions to resolve the issues, including on-site inspections in several institutions.
To counter growing cyber threats and strengthen individual cyber hygiene, the Special Communications and Information Security State Service recommends that state institutions connect to the centralized antivirus system, while advising citizens to use personal antivirus software, avoid suspicious links sent to them, and report fake domain information to the "blacklist.gov.az" platform to protect against cyberattacks.
