The first training session was held at the Twinning Center on Cyber Diplomacy
The opening ceremony was attended by Deputy Head of SCISSS, Major General Allahverən Ismayilov, Director of the Institute for Development and Diplomacy and Member of Parliament Fariz Ismayilzada, and Dr. Adrian Victor Vevera, Head of “ICI Bucharest” University.
In his welcome speech, Mr. Ismayilov emphasized that the rapid advancement of technology and the growing importance of the internet and cybersecurity in everyday life have ushered in a new era in the field of diplomacy. He noted that this first training at the Twinning Center would provide an opportunity to explore the conceptual approaches to cyber diplomacy adopted by countries such as the European Union, the United States, China, and others—contributing to the development of Azerbaijan’s national policy in this domain.
The training was designed to enhance the cyber diplomacy, cybersecurity, and international cooperation skills of Azerbaijani officials and representatives of government institutions.
This program for senior officials aims to provide participants with a broader perspective and practical experience in cyber diplomacy, enabling them to successfully implement Azerbaijan’s strategies and activities at the international level.
It should be noted that the Twinning Center on Cyber Diplomacy was established based on a Memorandum of Understanding signed during the International Cyber Diplomacy Conference held in Azerbaijan last year between SCISSS, the Institute for Development and Diplomacy, and Romania’s National Institute for Research and Development in Informatics (“ICI Bucharest”).
