Special Communication and Information Security State Service is launching a “Bug Bounty” program

Special Communication and Information Security State Service (SCISSS) and the local cybersecurity company “Qarabug” LLC are launching a “Bug Bounty” reward program aimed at ensuring continuous security in the cyber environment and developing the national cybersecurity ecosystem. 

Special Communication and Information Security State Service (SCISSS) and the local cybersecurity company “Qarabug” LLC are launching a “Bug Bounty” reward program aimed at ensuring continuous security in the cyber environment and developing the national cybersecurity ecosystem.

This is the first time in Azerbaijan that a “bug bounty” program has been announced for the information systems of state institutions. Beyond being an innovative step, the initiative aims to revitalize the sector, enhance trust in public-private cooperation, and identify existing vulnerabilities within the GOV.AZ domain. The project will also contribute to fostering a culture of rewarding vulnerability discovery (“bug bounty”) in the country.

The program will run from April 15 to July 31, 2025. During this period, specialists, researchers, and ethical hackers working in the field of information security will have the opportunity to detect technical vulnerabilities in information systems within the *.GOV.AZ domain, submit reports, and receive rewards.

The main objectives of the “Bug Bounty” program are:

  • Identification of technical vulnerabilities in information systems owned by the public sector;

  • Encouragement of local specialists and researchers specializing in cybersecurity;

  • Formation of an open collaborative environment to strengthen cyber resilience;

  • Promotion and stimulation of an ethical hacking culture.

Submitted vulnerabilities will be evaluated according to their risk level and scored accordingly. At the end of the program, the top three participants with the highest scores will be awarded cash prizes and certificates.
