An event dedicated to Victory Day on November 8 was held at the Special Communication and Information Security State Service (SCISSS).
The event began with the playing of the State Anthem of the Republic of Azerbaijan and a one-minute silence in memory of the martyrs who sacrificed their lives for the homeland. This was followed by the screening of a video dedicated to Victory Day and the work carried out by the Service during the 44-day Patriotic War.
During his speech, Lieutenant General Ilgar Musayev, Head of the SCISSS, emphasized that November 8 – Victory Day is a glorious page in the history of national pride for the Azerbaijani people and congratulated the personnel on this occasion. He noted that the determined will and visionary policy of the President of the Republic of Azerbaijan, the Victorious Supreme Commander Ilham Aliyev, laid the foundation for the historic victory in the 44-day Patriotic War.
Lieutenant General Ilgar Musayev stated that modern warfare is not conducted solely on the battlefield—management of information flows, the resilience of communication networks, and the protection of the cyber environment also carry strategic significance. The 44-day Patriotic War once again demonstrated that special communication and information security is an integral and decisive part of the state’s defense system.
The event also provided information on the work carried out by the SCISSS over the past five years and the tasks ahead in accordance with new security realities. It was emphasized that efforts to ensure the country’s strategic information and communication security are being systematically continued.
Finally, based on the relevant Decree of the President of the Republic of Azerbaijan, eight officers of the Service were awarded the “For Military Services” medals.
For information, it is noted that from the very first day of the Patriotic War—September 27, 2020—10 SCISSS employees and 40 employees of contractor companies were deployed to the frontline with special vehicles and equipment. During the most intense phases of the battles, 29 “TETRA” base stations were put into operation in the combat zones to ensure reliable special radio communication, with a significant portion of these stations installed by SCISSS specialists on special military vehicles. Despite difficulties in supply and logistics due to the pandemic, the Service provided 500 new special encrypted radio stations to the country’s security forces in a short period.
Also, based on the request of the Ministry of Defense, fiber-optic cables were laid in a short period by the Service to ensure reliable and uninterrupted control of “Bayraktar” and other modern-type aerial vehicles in the military units of the Air Defense Forces of the Military Air Forces, and this equipment was integrated into the existing communication network of the Ministry of Defense. Communication lines damaged by the enemy along the front line were promptly restored, and over 20 km of new fiber-optic cable were laid in the liberated territories.
During the war, threats emerging in the cyber environment were continuously monitored by a special working group operating 24/7 within the Service. Although up to 3,000 cyberattack attempts were recorded against state information resources, timely preventive measures fully prevented them.
