Joint statement of the Special Communication and Information Security State Service, the State Security Service, and the State Housing Development Agency of the Republic of Azerbaijan
The projects of the State Housing Development Agency – the first and second phases of the Hovsan Residential Complex, Sumgayit Residential Complex, Lankaran Residential Complex, Binagadi Residential Complex, Shirvan Residential Complex, and Yevlakh Residential Complex – involving a total of 627 apartments, were put up for sale on December 3, 2025, at 11:00 a.m. through the “Preferential Housing” system on the “Electronic Government” portal (www.e-gov.az), both using mortgage loans and payment from personal funds. The selection of apartments was carried out transparently in accordance with the relevant rules.
The first apartment selection took place at the 21st second. According to the information available at that time, applications for 584 out of the 627 selected apartments were successfully submitted electronically by the citizens.
The apartment selection process was monitored at the operational headquarters established in the administrative building of the State Housing Construction Agency, with the participation of the State Security Service of the Republic of Azerbaijan, the Special Communication and Information Security State Service of the Republic of Azerbaijan, the Innovation and Digital Development Agency operating under the Ministry of Digital Development and Transport, “AzInTelecom” LLC, and media representatives. During the monitoring of the apartment selection process, various cyberattack attempts were observed; however, due to the activation of the security mechanisms implemented by the Special Communication and Information Security State Service, these attempts were successfully prevented. Citizens must use the “Affordable Housing” system only in the manner prescribed by legislation and in accordance with the instructions, and must refrain from attempts of unlawful cyber interference with its operation. Thanks to the information security mechanisms implemented by the Special Communication and Information Security State Service, such attempts are promptly detected, neutralized, and the secure operation of the system is kept under constant supervision.
After the selection stage was completed, a representative of the State Housing Construction Agency visually demonstrated the improvement works carried out in the “Affordable Housing” system and the additional security measures applied to the selection process in order to prevent faster apartment selection through special software.
In accordance with the “Rules for the Preferential Acquisition of Apartments under the Authority of the State Housing Construction Agency of the Republic of Azerbaijan by Citizens,” the selection of apartments in waiting order will begin at 11:00 on December 9, 2025, and will continue until 11:00 on December 12, 2025.
According to the Rules, during the sales period, one apartment selected may also be consecutively selected in waiting order by two more persons within the framework of the same announcement. For this purpose, within the specified period, the user searches for an apartment by entering the relevant section of their electronic cabinet in the “Affordable Housing” system and selecting the payment method, apartment selection method, and project. At the apartment viewing stage, several users may view the same apartment, and the first two persons who press the “Confirm” button may select that apartment in waiting order. Subsequently, the user must sign and submit the application for the apartment selected in waiting order. If, for any reason, the apartment is not acquired by the person who selected it, the apartment will first be offered to the person who selected it in the first place in the waiting order. Likewise, if the apartment is not acquired by the person who selected it in the first place for any reason, it will be offered to the person who selected it in the second place in the waiting order.
It should be noted that statistical information on the apartments selected on December 3, 2025, will be presented to the public.
