SCISSS Commissions the “Information Security Testing” Laboratory
An opening ceremony has been held at Baku Higher Oil School (BHOS) to mark the launch of the “Information Security Testing” Laboratory established at the initiative and with the support of the Special Communication and Information Security State Service of the Republic of Azerbaijan (SCISSS).
The event was attended by the Head of SCISSS, Lieutenant General Ilgar Musayev; Head of the National Cybersecurity Center of the State Security Service of the Republic of Azerbaijan, Major General Davud Rustamov; SOCAR Vice President Ziba Mustafayeva; Rector of BHOS Elmar Gasimov; Head of the Digital Governance Department of the Ministry of Economy Anar Narimanov; Scientific Director of the National Institute for Research and Development in Informatics of Romania (ICI Bucharest) Carmen Elena Cîrnu; and other distinguished guests.
The “Information Security Testing” Laboratory has been established in accordance with the relevant provisions of the Cooperation Memorandum signed between SCISSS and BHOS, as well as in line with the requirements of the “Strategy of the Republic of Azerbaijan on Information Security and Cybersecurity for 2023–2027,” approved by the relevant Decree of the President of the Republic of Azerbaijan. Efforts to enhance the laboratory’s technical capabilities and to equip it with specialized software and additional equipment will continue jointly with the Ministry of Economy.
The newly established laboratory is intended not only for students, faculty members, and researchers of the university but also for employees of state institutions. The facility will enable specialists to work collaboratively on cyber incident scenarios in accordance with international standards, participate in training sessions organized by SCISSS, and gain practical experience. This approach transforms the laboratory from a purely educational space into a testing platform and training base where operational cybersecurity preparedness is assessed and improved.
Following the opening ceremony, the first training under the “Cyber Polygon” project—implemented jointly by SCISS and the National Institute for Research and Development in Informatics of Romania within the framework of NATO’s Science for Peace and Security Programme—was conducted. “Cyber Polygon” is an advanced cyber training and testing platform carried out within SCISSS’s international cooperation framework. Through this platform, real cyberattack scenarios targeting critical information infrastructures are modeled, defense mechanisms are tested, and rapid incident response capabilities are developed.
The “Information Security Testing” Laboratory will play an important role in advancing practice-oriented education in the field of information security within higher education institutions.
