The Intellectual Assessment System for Human Resources has been implemented at the Special Communication and Information Security State Service

The Special Communication and Information Security State Service of the Republic of Azerbaijan (SCISSS) has implemented the Intellectual Assessment System for Human Resources to develop personnel working in the field of information security, evaluate their professional knowledge and skills based on measurable criteria, and systematically manage institutional knowledge in the sector.

The new system allows for the assessment of professional training, knowledge levels, competencies, and functional skills of employees working in information security and technologies within state institutions using modern evaluation tools. Based on the assessment results, targeted training programs are conducted to enhance the relevant competencies of these specialists, and certificates reflecting their achievements are issued. This approach contributes to the establishment of professional standards on a unified platform and enables the measurement of human resources’ quality indicators at an institutional level.

During the presentation of the system, Lieutenant General Ilgar Musayev, Head of the SCISSS, familiarized himself with the platform’s functional capabilities. He stated that the main objective of the initiative is not only to digitize the evaluation processes but also to objectively determine the professional level of personnel working in information security and technologies within state institutions, accurately identify skill gaps, and manage development processes in a planned manner. He emphasized that the system makes an important contribution to forming a unified approach in the sector and strengthening professional discipline.

Additionally, the system operates as an integrated platform that ensures evaluation mechanisms are regulated according to unified standards, increases transparency and accountability in processes, and applies digital and analytical approaches to human resource management.

Within this framework, based on the results of assessments conducted through the system, the SCISSS organizes targeted training programs to develop the theoretical and practical knowledge and skills of specialists working in the relevant fields within state institutions.

It should be noted that, in the initial phase, the system evaluated the knowledge and skill levels of employees working in the field of information technologies of the Ministry of Energy of the Republic of Azerbaijan and the State Agency for the Protection of Strategic Facilities of the Republic of Azerbaijan, based on their requests. Currently, the SCISSS has launched two-week training programs for the personnel of these institutions. The training sessions are being conducted at the newly established “Information Security Testing” laboratory at the Baku Higher Oil School.
