Special Communication and Information Security State Service of the Republic of Azerbaijan (SCISSS) held an event entitled “Information Security Risks and Their Management.”

Special Communication and Information Security State Service of the Republic of Azerbaijan (SCISSS) organized an event on the topic “Information Security Risks and Their Management.” More than 150 representatives responsible for information security from various state institutions participated in the event.

The primary objective of the event was to enhance systematic and effective mechanisms for managing information security risks within state bodies, to establish a unified approach to addressing existing threats, and to present practical implementation tools for risk registration and assessment.

In his opening remarks, the Head of the Main Department of the SCISSS, Major General Azar Ahadov, emphasized that in the context of the rapid expansion of the digital environment, information security issues are no longer limited to a purely technical approach, but rather function as a strategic and institutional management component. In this regard, the timely identification and management of risks constitute one of the fundamental prerequisites for ensuring the protection of state information resources.

The SCISSS acts as the principal implementing authority in this area, particularly in the development of the regulatory and methodological framework, as well as in the application of a unified approach to risk management.

Subsequently, extensive discussions were held on the subject. Within the framework of the event, presentations were delivered on the information security risk management system, the catalogue of threats and solutions, and the procedures for maintaining the information security risk register. The speakers provided detailed explanations of approaches related to the identification and classification of risks, their prioritization, and mitigation mechanisms, while emphasizing the importance of strengthening coordination among state institutions. At the same time, an exchange of views was conducted on issues of interest to the participants, and questions regarding practical implementation mechanisms were addressed.

It should be noted that the event was organized in accordance with the Action Plan of the Information Security and Cybersecurity Strategy of the Republic of Azerbaijan for 2023–2027 and within the framework of the implementation of the “Rules for Maintaining the Information Security Risk Register,” approved by Resolution No. 411 of the Cabinet of Ministers of the Republic of Azerbaijan dated 25 December 2025.
