SCISSS of Republic of Azerbaijan participated in the cyber diplomacy summit held in Bucharest

The international summit “Digital Innovation Summit Bucharest 2026,” devoted to digital technologies, artificial intelligence, cybersecurity, and cyber diplomacy, was held in Bucharest, Romania. Heads of state institutions, ministers, ambassadors, representatives of international organizations, as well as experts from the private sector, participated in the event.

Tural Mammadov, Deputy Head of the Main Department of SCISSS of Republic of Azerbaijan, who participated in the event, spoke at the panel discussion on the topic “The Role and Tools of Cyber Diplomacy in Managing Regional Conflicts.” In his speech, he addressed the strategic importance of cyberspace in the modern security environment, the role of cyber diplomacy against the backdrop of challenges in the digital environment, and the importance of interstate cooperation.

Also, Saida Bayramova, Press Secretary of SCISSS of Republic of Azerbaijan, spoke at the panel discussion on “Media Resilience in the Era of Deepfake and Generative Artificial Intelligence,” addressing the new risks emerging in the information environment due to the development of artificial intelligence technologies, particularly the importance of combating manipulative content spread through “deepfake” technologies, phishing attacks, and cases of disinformation.

Within the framework of the summit, participants exchanged views on topics such as digital transformation, cybersecurity, the application of artificial intelligence technologies, and ensuring resilience in the information environment.

It should be noted that the memorandum of understanding between SCISSS of Republic of Azerbaijan and Romania’s National Institute for Research and Development in Informatics – ICI Bucharest, envisaging the development of cooperation in the field of cybersecurity, was signed in 2023 within the framework of the International Conference on Cyber Diplomacy held in Bucharest. The memorandum envisages the expansion of experience exchange in the field of cybersecurity and the implementation of joint initiatives between the two institutions.
