The Special Communications and Information Security State Service Conducts High-Level Cybersecurity Simulation Exercise for the Energy Sector

A high-level simulation exercise on “Cybersecurity Incident Response and Strategic Decision-Making for Azerbaijan’s Energy Infrastructure” was conducted jointly by the Special Communications and Information Security State Service of the Republic of Azerbaijan and the National Institute for Research and Development in Informatics of Romania.

The exercise was attended by senior officials responsible for the relevant areas from government institutions, enterprises operating in the energy sector, and entities managing critical information infrastructure.

The main objective of the exercise was to enhance strategic decision-making and crisis management capabilities in the event of a large-scale cyber crisis targeting the energy sector, strengthen inter-agency coordination and improve international cooperation mechanisms, as well as increase the resilience of critical information infrastructure.

The exercise was conducted based on a hypothetical crisis scenario that took into account Azerbaijan’s strategic role in energy security, the importance of international energy projects such as the Southern Gas Corridor and the Green Energy Corridor, as well as emerging cybersecurity challenges arising from the digitalization of the energy sector.

The exercise was held as the final event of the “Cyber Range” project under NATO’s Science for Peace and Security Programme.

During the concluding discussions held at the end of the event, participants shared the experience gained throughout the simulation and assessed approaches to decision-making in a crisis environment.

The importance of further strengthening the cyber resilience of critical information infrastructure, developing inter-agency cooperation, and ensuring the continued organization of similar exercises in the future was also emphasized.

At the end of the event, the participants were presented with relevant certificates, followed by a group photo.
