The improvement of legislation in the field of information security, including cybersecurity, is continuing successfully.

As in the economic, social, and other spheres of the country, the field of information security has also consistently received the highest attention and care of the Victorious Supreme Commander-in-Chief of the Armed Forces, the esteemed President of the Republic.

By Decree of the President of the Republic of Azerbaijan Ilham Aliyev dated August 10, 2026, amendments to the Law of the Republic of Azerbaijan “On Information, Informatization and Protection of Information” were approved.

This marked the beginning of a new legal stage in ensuring information security, including cybersecurity, in the Republic of Azerbaijan.

At a time when information security, including cybersecurity, has assumed particular importance, the adoption by the President of the Republic of a decree on improving the legal acts regulating this field is a clear indication of the highest level of attention and care devoted to information security.

Based on an analysis of international practices and legislation, the amendments expand the scope of regulation of the Law of the Republic of Azerbaijan “On Information, Informatization and Protection of Information” by incorporating relations concerning the provision of information security, including cybersecurity, into the scope of social relations regulated by the Law.

Within the framework of the amendments, the Law, for the first time, establishes such concepts as “information infrastructure,” “cybersecurity,” “cyberspace,” “Computer Emergency Response Team (CERT),” “National CERT,” “State Computer Emergency Response Center (State CERT/GOV CERT),” and other related terms.

One of the most important aspects of the new legal framework is the establishment, at the legislative level, of the legal status of the State Computer Emergency Response Center (State CERT/GOV CERT). Pursuant to the relevant Decree, the functions of the State CERT will be carried out by the Special Communications and Information Security State Service of the Republic of Azerbaijan, the central executive authority in the field of information security.

The main areas of activity of the State CERT include continuous monitoring of state information infrastructure against cyber threats, cyberattacks, and cyber incidents; ensuring access to a secure Internet network; detecting information security incidents and investigating their causes; preventing incidents and mitigating their consequences; as well as conducting proactive information security research.

In addition, the detection and monitoring of fraudulent domains created to resemble domains within the “gov.az” domain zone has been designated as one of the areas of activity of the State CERT.

As a next step in implementing the amendments, a number of legal acts are expected to be developed. In particular, pursuant to the Decree on the application of the Law, the Regulation on the “State CERT” and the “Rules for Ensuring Information Security and Cybersecurity of Information Infrastructure Belonging to State Bodies (Institutions), as well as Protected Persons, Protected and Strategic Facilities” will be developed.

The new legal framework will contribute to ensuring the security of the state’s information infrastructure, strengthening institutional mechanisms for information security, and enabling a more rapid and coordinated response to potential threats targeting state information systems.
