The 2nd International Conference on Cyber Diplomacy to Be Held in Baku
On November 19 of this year, the 2nd International Conference on Cyber Diplomacy (ICCD 2026) will be held in Baku, jointly organized by the Special Communications and Information Security State Service of the Republic of Azerbaijan and the National Institute for Research and Development in Informatics of Romania, in cooperation with the Administration of the President of the Republic of Azerbaijan, the Ministry of Foreign Affairs, the Ministry of Digital Development and Transport, the State Security Service, and other local partners.
The main theme of this year’s conference will be “Power and Influence in the Age of Artificial Intelligence: A Regional Perspective on the Evolving Cyberspace Landscape.”
Serving as a high-level international platform for discussing developments in technology, geopolitics, and international security, ICCD 2026 is expected to bring together renowned international experts in the field, ambassadors and diplomats accredited in Azerbaijan, as well as representatives of relevant international organizations.
The conference will provide a platform for exchanging views on a range of topical issues, including the impact of artificial intelligence on international relations and diplomacy; balancing cyber alliances and strategic autonomy; the growing role of major technology companies as geopolitical actors; countering threats posed by information warfare and deepfake technologies; building trust in cyberspace and promoting responsible state behavior; as well as protecting critical infrastructure and managing cross-border security risks.
The main objective of the conference is to facilitate discussions on regional and international perspectives regarding the future of cyberspace amid a rapidly evolving technological and geopolitical environment, while also contributing to strengthening cooperation and dialogue among states, international organizations, expert communities, and the private sector.
It should be noted that in 2024, Azerbaijan hosted the first International Conference on Cyber Diplomacy, which brought together nearly 120 participants from more than 30 countries.
Azerbaijan’s continued hosting of such a prestigious event demonstrates the country’s interest in international cooperation in the field of cyber diplomacy and its readiness to serve as a platform for the development of this emerging field.
