SCISSS Representative Speaks at International Cybersecurity Event
Tural Mammadov, a representative of the Special Communications and Information Security State Service of the Republic of Azerbaijan (SCISSS), participated as a speaker at the international cybersecurity event “Underground Economy 2026” (UE26), held in Strasbourg, France, from September 7 to 10, 2026.
“Underground Economy 2026” brought together cybersecurity and threat intelligence experts, law enforcement representatives, and policymakers on a closed international platform. During the event, Tural Mammadov, Deputy Head of a Main Department at SCISSS, delivered a presentation titled “Politically Motivated Cyber Operations.”
During his presentation, T. Mammadov addressed the impact of political and geopolitical developments on the selection of targets, timing, and objectives of cyber operations; the comprehensive analysis of cyber activities based on technical telemetry and geopolitical context; and the early identification of threats targeting state information infrastructure.
Tural Mammadov noted that relying solely on technical indicators is insufficient when assessing politically motivated cyber operations, emphasizing the need to take into account the strategic significance of the target, political timing, and the overall logic of the campaign being conducted.
The presentation also highlighted the important role of centralized monitoring and cyber threat intelligence capabilities in detecting potential cyber operations at an early stage by correlating individual weak signals into a unified picture. In this context, the practical experience and approaches applied by the State CERT Center of SCISSS were presented to the participants.
