The Country’s First Malware Analysis and Digital Forensics Laboratory Has Been Commissioned
The Malware Analysis and Digital Forensics Laboratory established by the Special Communications and Information Security State Service of the Republic of Azerbaijan (SCISSS) at Azerbaijan Technical University (AzTU) has been inaugurated.
The laboratory was established within the framework of the Memorandum of Understanding signed between SCISSS and AzTU in 2022. Relevant work to equip the laboratory with modern specialized software and additional technological equipment was carried out jointly with the Ministry of Economy of the Republic of Azerbaijan in accordance with the implementation of the Action Plan of the “Strategy for Information Security and Cybersecurity of the Republic of Azerbaijan for 2023–2027”, approved by Order No. 4060 of the President of the Republic of Azerbaijan dated August 28, 2023.
The event was attended by Lieutenant General Ilgar Musayev, Head of SCISSS, Vilayat Valiyev, Rector of AzTU, and other guests.
The first laboratory of its kind to be commissioned in Azerbaijan provides the necessary capabilities for conducting practical exercises based on real-world cyber incident scenarios, examining digital evidence, studying the behavior of malicious software, conducting reverse engineering, code and malware analysis, as well as investigating the technical traces of cyberattacks. In addition, the newly commissioned laboratory is of significant importance for protecting state information resources and critical information infrastructure against cyber threats, strengthening technical forensic capabilities, investigating modern cyber threats, and developing local professional expertise in this field.
By utilizing the capabilities established at the laboratory, students, faculty members and researchers, as well as specialists from government institutions, will be able to participate in practical training sessions to be conducted by SCISSS in the relevant field. They will also be able to conduct in-depth research into the characteristics of targeted cyberattacks and malicious software targeting Azerbaijan, identify the attack methods and techniques employed, and study technical attribution capabilities related to threat actors and attack campaigns.
The Malware Analysis and Digital Forensics Laboratory has been established as a continuation of the activities of the Computer Emergency Response Center of SCISSS — the Azerbaijan State CERT (CERT.gov.az) — in the field of malware analysis and research.
One of the laboratory’s areas of activity is the technical analysis and testing, in a controlled environment, of end-user security and antivirus protection solutions used in state information systems, as well as the selection of appropriate solutions for use by government institutions. This activity serves the technical implementation of the tasks arising from Paragraph 5.4 of the “Digital Development Concept of the Republic of Azerbaijan”, approved by Order No. 287 of the President of the Republic of Azerbaijan dated January 16, 2025.
As part of the event, the winners of the latest competition organized by SCISSS at AzTU to assess the cybersecurity knowledge and skills of undergraduate and graduate students during the second semester of the 2025–2026 academic year were also traditionally awarded.
