The meeting was organized within the framework of the “State Program on Combating Illegal Trafficking of Narcotic Drugs, Psychotropic Substances and Their Precursors and Drug Addiction for 2019–2024” with the aim of increasing the awareness of the personnel of the Service in this field. The expert invited, Alimammad Nuriyev, emphasized that drug addiction is one of the serious social problems that currently concerns all humanity. The Decree signed by the National Leader Heydər Əliyev on 26 August 1996 “On measures to combat drug addiction and the illegal trafficking of narcotic drugs” called for a serious approach to this social problem and the need for its effective combat. Based on this Decree, a nationwide program on combating the spread of drug addiction and the illegal trafficking of narcotic drugs and psychotropic substances for the period up to 2000 was developed, and the State Commission on Combating Drug Addiction and Illegal Drug Trafficking, which coordinates the activities of state bodies and public associations in this field, was established.
Afterwards, Alimammad Nuriyev noted that in the Republic, a number of organizational-legal, institutional, and practical measures and programs in the field of combating the illegal trafficking of narcotic drugs and drug addiction have been approved and successfully implemented, and that participation in international initiatives on combating drugs has become more intensive.
The meeting also discussed issues such as further strengthening awareness-raising efforts for employees of state institutions as well as for young people in order to prevent drug addiction, and increasing social pressure and other resources in this direction.
