The Baku Declaration was adopted at the International Conference on Cyber Diplomacy
At the International Conference on Cyber Diplomacy, which was held for the first time in the region in our country and in which nearly 120 representatives from more than 30 countries, including officials, diplomats, and influential experts participated, the “Baku Declaration” was adopted.

We, the participants of the International Conference on Cyber Diplomacy (ICCD), held on 25 September 2024 in Baku at the invitation of the Special Communication and Information Security State Service of the Republic of Azerbaijan and the Cyber Diplomacy Center of the National Institute for Research and Development in Informatics of Romania:
Recognizing that the digital era is transforming societies globally by creating both unprecedented opportunities and complex challenges;
Appreciating an inclusive, human-centered, and development-oriented information society that contributes to a strong global cyber ecosystem;
Acknowledging that international dialogue and cooperation play a crucial role in addressing cyber threats and in promoting an open, secure, stable, accessible, and peaceful cyberspace;
Guided by the norms and principles of international law, in particular the Charter of the United Nations, and the norms of responsible state behavior in cyberspace;
Strengthening international cooperation, increasing trust, and emphasizing the importance of cyber diplomacy in the effective resolution of cross-border cyber issues;
Calling for the elimination of gender-based cyber threats such as online harassment and cyberstalking, with the aim of ensuring a safer online environment for all by promoting the participation of women in cybersecurity initiatives;
Emphasizing the need to use green energy sources in powering information technologies in order to ensure that environmental issues at the global level are reflected in all aspects of digital policy and practice;
Expressing concern over the increasing number of incidents related to cyberattacks, data breaches, and other malicious activities that threaten global digital infrastructure and economic stability;
Affirming the necessity of responsible behavior in cyberspace, including transparency in reporting cyber incidents and cooperation in responding to such incidents;
We declare:
We reaffirm our commitment to an open, secure, stable, accessible, and peaceful cyberspace, guided by international law and norms of responsible state behavior;
We emphasize the importance of enhanced global cooperation and information sharing to address and mitigate cyber threats;
We acknowledge that additional norms on responsible state behavior in cyberspace may be developed over time;
We support the development of international standards and norms on cyber conduct and cyber governance that ensure a secure and open digital environment;
We call for the protection of critical digital infrastructure through the promotion of digital rights and comprehensive legal and policy frameworks;
We express our commitment to fostering dialogue and cooperation between governments, the private sector, and civil society to promote collective cybersecurity efforts;
We welcome the agreement on the draft United Nations Convention against Cybercrime and hope for its adoption later this year;
We welcome the adoption of the Global Digital Compact and call for the implementation of its commitments;
We acknowledge the important role of ICCD and other international platforms in advancing cooperation in cyber diplomacy;
We highly appreciate Azerbaijan’s initiative in hosting the adoption of the Baku Declaration on Cyber Diplomacy;
We express our gratitude to the people and the Government of the Republic of Azerbaijan for their sincere hospitality.
