Joint statement of Special Communication and Information Security State Service, the State Security Service, and the State Housing Development Agency

On December 3, 2025, during the sale of a total of 627 apartments under the next projects of the State Housing Development Agency (SHDA) through the “Preferential Housing” system on the “Electronic Government” portal (www.e-gov.az), the secure operation of the system was monitored and ensured through the information security mechanisms implemented by Special Communication and Information Security State Service, the State Security Service (SSS), and SHDA.

During the monitoring of the apartment selection process and the implementation of information security measures, various cyberattack attempts were observed, promptly detected, and neutralized.

A criminal case has been initiated with the State Security Service (SSS) regarding the relevant recorded incidents.

It was established that citizens of the Republic of Azerbaijan — C. Suleymanli and T. Abdulov — in order to accelerate the process of acquiring apartments under preferential terms for various citizens who had applied to them and to unlawfully grant those citizens an advantage in this process, deliberately carried out actions on December 3, 2025, at 11:00 aimed at creating a serious obstruction to the normal functioning of the computer infrastructure by illegally applying special software, which they had previously obtained and adapted using special technical capabilities in the field of information technologies, to the user interface that ensures the apartment selection process in SHDA’s “Affordable Housing” information system and to the security mechanism integrated into it.

The said individuals were brought to criminal liability by the State Security Service under Articles 273.3.1 and 273.3.2 of the Criminal Code of the Republic of Azerbaijan (illegal interference with a computer system — actions aimed at repeatedly and intentionally obstructing the operation of a computer system by deliberately entering computer data without authorization).

Currently, investigative and operational measures regarding the related circumstances are ongoing.
